Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing Officer observed the following:
- an unsecured cover on a phone jack with exposed wires, within the reach of children
- 6 sleep mats with tears in the vinyl covers, set out for children to sleep on. A porous material is not able to be cleaned.
- An unsecured electrical cord within the reach of a child in a crib. This was removed during the inspection.
Corrective Action(s): You must ensure a healthy and safe environment at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Of the four staff files reviewed, one had an expired criminal record check.
Corrective Action(s): Ensure to maintain a valid criminal record check for each staff.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: A record of the person's work history was not available for two of the four staff files reviewed.
Corrective Action(s): Ensure to obtain a record of work history for each staff prior to employment.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): One of the certificates of the four staff files reviewed did not have validation by the Early Childhood Educator Registry.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire Extinguishers have not been serviced annually
Corrective Action(s): Ensure to service fire extinguishers annually.

CARE AND/OR SUPERVISION: 14220 - CCLR s.51(1)(a) - A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Licensing Officer observed a staff lifting a child by the arm from sitting to standing.
Corrective Action(s): You must ensure that behavioral guidance is appropriate to the age and development of the child who is receiving the guidance.
Date to be Corrected: Immediately


Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The information contained in the report was discussed with the Licensee and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
The following was discussed with the Licensee:
- Emergency Supplies
- Diaper cream and sunscreen
- Bottle warming
- Guidance Policies
