CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: During the inspection licensing observed the following at 3:25 pm:
Group 1 -18 children with two employees
Group 2 -19 children with two employees
Group 3- 20 children with one employee
This portion of the facility is licensed for three groups of 20 children. It was observed that there was insufficient staffing for Group 3 as only one responsible adult was with 20 children. In discussion with the Manager she stated that an employee was away due to illness and she was unable to find sufficient staffing. Licensing discussed the serious concern to health and safety when the child to staff ratio is not met as outlined in Schedule E. Some suggestions such as reorganizing the groups to meet the correct staff to child ratio and communicating with families when there is insufficient staffing was discussed. Licensing recommended that the Manager call families to ensure the facility is in compliance. At 3:46 pm the facility was in compliance.
Corrective Action(s): Please ensure sufficient employee to children ratios are met at all times to ensure the health and safety of children in care and to comply with schedule E in the Child Care Licensing Regulation.
