Introduction

An unscheduled routine inspection was conducted today to assess compliance with Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR), and the relevant Director of Licensing Standards of Practice (DLSP).

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: CCFL reviewed the staff records and found that a resume was misssing from the staff records.
Corrective Action(s): Please ensure that staff records are complete as required.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: CCFL reviewed the staff records and found that one staff was missing evidence related to their immunization status.
Corrective Action(s): Please ensure that staff records are complete as required.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: CCFL reviewed the staff records and found that one staff's first aid certification has expired.
The licensee stated that this staff is registered for a first aid course in May.
Corrective Action(s): Please ensure that staff records are complete as required.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: CCFL reviewed the attendance records and found that today's attendance was kept, but in between March 19 and April 29 attendance was not kept.
Corrective Action(s): Please ensure that attendance is kept as required.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: CCFL reviewed children's records and found that one child did not have signed consent from the parent for the child's medication to be administered.
Corrective Action(s): Please ensure that records are complete as required.

Comments

Actions taken by the licensee: to address the contraventions, then send an email to the Licensing Officer stating that the contraventions have been addressed.
As part of the routine inspection a Facility Risk Assessment Tool was completed and a copy provided.
