Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed in the indoor area:
-a multi-layered shelf was placed next to a window in the nap room. This could present a potential falling hazard.

During the inspection the following was observed in the outdoor area play area:
-a gate leading to a flight of stairs was not secured. This is a repeat contravention from inspection # CLAN-BBPQPA
-a climber was located next to the home and the pavement. Please ensure a 6 feet area of resilient surfacing is placed around a climbing structure in case of a fall.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that a plastic green play mat had puncture marks. These marks could potentially harbour bacteria.
Corrective Action(s): Please ensure equipment is in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Two staff records of three were reviewed during the inspection. One staff's criminal record check had expired since October 2020. The serious health and safety risk to children in care was discussed.
Corrective Action(s): Please ensure you apply to renew a criminal record check prior to the expiry date.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection licensing asked where the emergency supplies were located. The staff stated they would need to ask their Manager who was not in attendance.
Corrective Action(s): Please ensure staff are aware of where emergency supplies are located and that there are sufficient emergency supplies to prepare for, mitigate, respond and recover in an emergency. Licensing recommends sufficient supplies for a 72 hour period.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Five children's files of nine were reviewed. One child was missing a record of immunization. This is a repeat contravention from inspection # DCHG-AZ8QBF
Corrective Action(s): Please ensure children's records are complete

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Five children's records of nine were reviewed. One child's record was missing a photo and three photos were not a current representation of the children at the time of the inspection.
Corrective Action(s): Please ensure children's records are current and complete

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Five children's records of nine were reviewed. One child's record was missing a consent to call a medical practitioner or ambulance in emergency. This is a repeat contravention from inspection #CLAN-BBPQPA.

Comments

At the inspection dated July 28, 2021 there were 6 children, and 2 staff were present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by August 16, 2021. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:

-The reportable incident reporting procedure. Forms will be sent to the Manager.
-The current COVID-19 protocols that are in place
-Active supervision
-Some items in the first aid kit had a drug identification number (DIN). Items with a DIN require a signed medical authorization form prior to application.
-Please add more supplies to the first aid kit.

The inspection findings were reviewed with a staff member at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
