Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-A64R2T have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation (CORRECTED DURING INSPECTION): Exposed sandbox prior to use and a metal frame previously used to create shade stored upright at the entrance to the yard.
Corrective Action(s): please ensure equipment is in good repair and free from hazards , Licensee included that the sandbox is typically covered when not in use. The licensee placed the frame on it's side to prevent from falling until it could be permanently removed as planned.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: CRC in place for staff however is not processed through the Provincial Criminal Record Review Program.
Corrective Action(s): please ensure CRC in place as specified in CCLR to be processed through the CRRP On-line application and renewal process Bulletin provided

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: references required for one staff.
Corrective Action(s): please ensure character references are obtained for individuals working within the facility.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: practice of obtaining drinking water from the bathroom sink in place. a dispenser of disposal cups have been added next to the sink in order for the children to access.It is noted that water provided during snack to children is filled at the kitchen sink.
Corrective Action(s): please ensure children are provided with water from a source other than that used to wash hands after washroom therefore practicing the rules of health and hygiene.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 5 of the 7 children's file reviewed were found to be missing date of enrollment.
Corrective Action(s): please ensure children's records include the date of enrollment in a ccf.

Comments

Licensee stated that she had not received recent emails sent by Licensing , email address confirmed and to be added to distribution list.
Licensee incorporated sign language throughout programming, children observed participating in story time , theme related activities , sharing snack and outdoor play.
Many well developed systems in place which enabled the inspection to continue with little disruptions to the licensee's focus and time spent with the children.
