Introduction

All areas of the community care facility (CCF) were inspected for compliance during an unscheduled routine inspection to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• relevant Director of Licensing Standards of Practice (DLSP)

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: CCFL reviewed 9 employees' files & found that 1 employee's CRC expired 5 months ago.
Corrective Action(s): W/o a valid CRC from the BC Ministry of Justice, this employee can't work alone w/ children or assist w/ toileting.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: CCFL reviewed 9 employees's files. The manager stated that the employees have taken additional training that would count towards RA hours; however, there was no evidence of this training in employees' files.
Corrective Action(s): Evidence of RA training must be added to employees' files.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: CCFL reviewed 9 employees' files & found that 1 employee lacked their immunization status.
Corrective Action(s): All requirements of s. 19(1) must be obtained by employees' 1st day of employment.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Most food & water bottles in the 72 hour emergency kit expired in 2018 or early 2019.
Corrective Action(s): Food & water bottles past their best before date must be discarded & replaced.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): CCFL reviewed 20 children's files & found that 1 child lacked their start date.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): The attendance records showed children signed into the CCF in the morning & out upon pickup.
Corrective Action(s): Children who attend AM & PM must be signed:
- in upon arrival to the CCF
- out upon transfer of care to school
- in upon arrival to the CCF
- out upon pickup

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: CCFL reviewed 10 children's files & found that:
- 1 child lacked their medical practitioner's contact information
- another child lacked their walk-in clinic's phone #
Corrective Action(s): All requirements of s. 57(2) must be obtained by children's 1st day of care.

• the abovenoted 7 violations were identified, in which 2 violations were corrected in CCFL's presence & corrective action for the 5 outstanding violations includes obtaining:

- new water & food for the emergency kit
• a Facility Risk Assessment Tool was completed & provided
