Introduction

An unscheduled routine inspection was conducted on April 8, 2024 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were reviewed for compliance.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing observed 4 children under 36 months in the in-home multiage program
Corrective Action(s): The Licensee said she did not know she had to apply for a temporary placement for the additional child under 36 months. She said she will do so immediately.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Licensing observed creams that contained medication in them and no medication permission forms from the families were obtained.
Corrective Action(s): The Licensee said that she would get the permission forms signed by the families.

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Licensing observed two children's files missing record of whom the written agreement was delivered to.
Corrective Action(s): The Licensee said that she used different forms that did not have all the required information.

Comments

At the inspection dated April 8, 2024 there were 5 children and 2 staff present. At this inspection the above noted contraventions were identified. The Licensee will provide a written response to Licensing.Licensing will review the response. As part of this Inspection a Facility Risk Assessment was completed and a copy was provided.

Licensing conducted a walk-through of the entire facility.

Valid CRC’s are available.

The following discussions were had with the Licensee:

· Physical Facility
· Health & Hygiene

The Fraser Health active supervision bulletin was provided.

The information contained in the report was discussed with the Licensee and Licensing stated that the report will be emailed to the facility.
