Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standard of Practice (DOLSOP). All eight care categories were assessed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed a large, heavy TV cabinet which is not secured in any way. The size and weight of the unit makes it a hazard should it tip on to a child.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed 2 nap mats which have torn seams and exposed foam.
Corrective Action(s): Ensure all equipment with the community care facility are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing observed the bathroom sink hot water temperature at 53.1 degrees.
Corrective Action(s): Ensure any heated water accessible to children is heated to no more than 49 degrees Celsius.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: One of two staff members working today did not have a staff file available for review.
Corrective Action(s): Ensure staff files are available for review.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: A child with a diagnosis and medication for the diagnosis does not have a detailed care plan. Licensing observed that there was a doctor's note with instruction to dispense medication available.
Corrective Action(s): Ensure a care plan is developed in consultation with the parent of the child requiring the support or any person requested by the parent.

Comments

Summary of Inspection:
At the inspection dated November 15, 2023 there were 8 children in care with 2 staff members including the Manager.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed. A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-There is a climbing structure in the outdoor play space which is not appropriate for the age and development of children in care. The Manager said that the climbing structure is not used by the children and is currently used for storage.
-Ensuring all casual staff have staff files available for review.
Additional Information:
This report was written off site and is unsigned. All items in the summary and contravention section were discussed with the Manager before Licensing's departure. A copy of the report and risk assessment were emailed to the Licensee.
