Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During inspection licensing observed the facility license and the manager's name not displayed in a prominent place.Licensee found the facility license during the inspection and prominently displayed it.
Corrective Action(s): Community care facility license and manager's name must be displayed in a prominient place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Blinds of one of the windows in the play room was bent and buckled in several areas.
Corrective Action(s): Please ensure that the community care facility and the furniture,equipment and fixtures within it are in good repar while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In the playroom during inspection licensing observed a cupboard with alcohol and fishing equipment was accessible to the children. An unlocked child proof lock was hanging on this cupboard's door handles. During inspection licensee locked the cupboard with the child proof lock.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that there is not sufficient supplies in the emergency bag to recover from an emergency. Licensee mentioned that the water allocated for emergency supplies was consumed few days ago; due to the water advisory issued by the city. Licensee was planning to replenish the water and other emergency supplies this week.
Corrective Action(s): Please ensure that there is an emergency plan in place that sets out procedures to prepare for, mitigate, respond and recover from any emergency.

Comments

At the inspection dated March 30, 2021 there were 13 children and four staff present. At this inspection the above noted contraventions were identified.
The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:

· Appropriate reporting of reportable incidents to licensing.
· Posting facility license and manager’s name in a prominent and a visible location
· Maintaining and accessing staff records
· Daily health screening of children
· During inspection licensing observed a step treadmill in the main play area. Licensee was unsure if this equipment met the age requirements for children’s use.
Licensee will check the manufacture’s guidelines for the age requirements for the equipment.

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on March 31, 2021
