Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- a boat and turtle pool with water in it.
- Plastic bags in an unlocked cupboard in the bathroom.
- Diaper cream ointment on a lower shelf of the change table.
- Plunger and toilet bowl scrubber by the toilet.
- A child's asthma medication in their backpack, in the play area, accessible to children in care.
- Part of one of the wooden panels located on one side of the fence is broken producing an opening enough for a child to put their arm through. On the other side of the fence is the neighbors back yard that has a dog in it.
- Licensing observed there to be expired emergency drinking water and food in the first aid kit.
- Bleach bottle not labeled.

Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- Broken plastic part of the outdoor plane teeter tatter.
- Green grime on several outdoor toys and the climber and slide structure.
-Toilet seat is chipped.
- Several stains on the padding for the 2 highchairs and rocker seat.

Corrective Action(s): Please ensure that the furniture, equipment and fixtures within the care facility are clean and in good repair.
Date to be Corrected: August 1, 2019.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing observed the water temperature in the bathroom to be at 52.7 degrees Celsius.
Corrective Action(s): Please ensure that heated water accessible to children is no more than 49 degrees Celsius.
Date to be Corrected: July 8, 2019.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: upon review of the fire drill for the year 2019 Licensing observed that a fire drill was not implemented for the month of June.
Corrective Action(s): Please ensure that a fire drill system is implemented at least once a month.
Date to be Corrected: July 4, 2019.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that there is no emergency bag in place. The manager informed Licensing that they are in the process of replenishing it.
Licensing also observed that the emergency plan route from the back exit is from the side of the facility in order to meet at the front of the facility. Licensing observed that the exit through the side of the facility as unsafe and there is not a clear path to get to the front of the facility. The fence on the side of the pathway is broken and there are many hazardous objects accessible to children in care.
Corrective Action(s): Please ensure that an emergency plan is in place that sets out procedures to prepare for, mitigate and respond to and recover from any emergency.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing observed that there is an active play policy in place however the time for active play is not sufficient as outlined in the director of Licensing standards of practice. The required time is 60 minutes however, the facilities active play states 40 min.
Corrective Action(s): Please ensure that current policies and procedures intended to guide employees in the care and supervision of children are kept.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of 5 out of 6 children's records Licensing observed 1 child's record without the medical insurance plan number.
Corrective Action(s): Please ensure that children's records are complete prior to the children attending the facility.
Date to be Corrected: July 8, 2019.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of 10 days of the attendance records for the month of June Licensing observed the following;
- 1 day a child's time of departure not identified.
- 10 days children were not identified as absent.
Corrective Action(s): Please ensure that attendance records are accurate on a daily basis.
Date to be Corrected: July 4, 2019.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of 5 out of 6 children's records Licensing observed 1 child's record without an emergency contact.
Corrective Action(s): Please ensure that children's records are complete prior to the children attending the facility.

Comments

Summary of Inspection
At the routine inspection conducted today, July 4, 2019, there were 4 children and 1 staff present. A practicum student was also present at the inspection. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
Wipes in bathroom
Wear and tear
First aid kits : products with DIN # require parents consent if used on children.
Log book : intent of a log book
Thermometer in fridge
Lead in water
Licensing informed the Licensee that when reporting any reportable incidents to get in direct contact with a Licensing officer. If the Licensee's Licensing officer is unavailable then to call the Duty Line at (604) 587-3936.
