Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed:
- In the outdoor play area, a wood frame connected to the deck is unsecured. The lattice on the wood frame has been removed and poses as a tripping hazard.
- The toilet paper holder in the washroom has rusted and poses as a hazard to children.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing inspected the outdoor play area and the following was observed:
- There were pieces of wood planks used to cover the space between the fence and the ground. One plank had a sharp piece of wood that was exposed.
- Some outdoor toys appeared dirty and old, although the Manager said that these are cleaned and left outside to dry. Discussion was had regarding the inventory of toys and discarding toys that are no longer needed.
Corrective Action(s): Please ensure that the facility is clean and in good repair while children are in attendance.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The contents of the emergency supplies were inspected and it was noted that there is not enough food and water for 72 hours. The Manager said that she has more water in her vehicle, but Licensing explained that this may not always be accessible in the event of an emergency. Licensing also suggested using a luggage to store these items for easy access.
Corrective Action(s): Please ensure that there is enough food and water for 72 hours.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The fire drill records were reviewed and it was found that Sep 2023 was not recorded, although the Manager explained that the fire drill was completed.
Corrective Action(s): Please ensure fire drill records are recorded monthly.

Comments

At this inspection there were 7 children, 1 staff and the Manager present. At this inspection the above noted contraventions were identified. The Manager will send Licensing a written response addressing the contraventions by Oct. 26, 2023 and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed with the Manager:
Updating the registration form to ensure all required information is included
Recording all minor incidents, including conversations with parents regarding their child
