Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate of any educator or assistant employed to work in the community care facility.
Observation: Writer observed one ECEIT certificate posted on the wall. The other staff's certificates were not posted.

Corrective Action(s): Please ensure you have post all the certificate of any educator or assistant employed to work in your facility

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11480 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Writer observed that the fire extinguisher was serviced on Feb 2013 and the next service was recommended on Dec 2014 according to the service tag.

Corrective Action(s): Please ensure that the fire extinguisher is serviced on a regular basis and follow the manufacturer's instruction.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Two staffs files were reviewed. They appeared well organized but one was missing the immunization status.

Corrective Action(s): Please obtain all staffs immunization status.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): 6 children's files were reviewed and they included all the required information except that two children's date of enrollment (or start date) were not recorded.

Corrective Action(s): Please record all children's start date and end date.
