Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the following:

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13082 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Random sample of 9 children's registration records were reviewed and all records were complete with the exception of missing a record for 4 children indicating prents had received the prepayment agreement information.
Corrective Action(s): Please ensure all records are complete as per requirements.

Comments

At time of this inspection the following was also observed and or discussed with the Licensee:
--There were 7 children in care in the Preschool Program with 2 staff. Program of activities was modified for the day due to being photo day. Children were observed engaged in free choice play, doing puzzles and lego, listened to story, having snack outside and followed by playing outside. Staff provided assistance and actively interacted with the children in their activities. Children were observed washing hands prior to having their snack.
--Licensee has posted Sun Smart information for the families.
--Revision required to Reportable Incident Policy to include food poisoning and choking to the list of reportable incidents.
--Live 5-2-1-0 Tool Kit was provided and discussion took place regarding this new initiative to promote healthy childhood development.
--Changes for posting of inspection reports on Fraser Health website.
