Introduction

An unscheduled routine inspection was conducted on April 14, 2023 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection:
- the glass kettle was accessible to the children on the counter
- a heavy insta-pot was on a upper shelf that moved when touched that posed a fall hazard if the children bump it
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times children are in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Upon inspection there were Lysol wipes,vitamins and 2 knives that were accessible to children in care
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to their health

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon review of the staff file, 1 ece Licence had not been verified by the ece registry

STAFFING: 12151 - CCLR s.19(5)(a) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation: A criminal record check was not obtained for one or more volunteers.
Corrective Action(s): Please ensure volunteer file is complete

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: A minimum of two character references were not obtained for one or more volunteers.

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Immunization status was not obtained for one or more volunteers.
Corrective Action(s): Please ensure an immunization status is obtained for the volunteer

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon review of 5 children's records, 1 file did not contain an enrollment date.
Corrective Action(s): Please ensure the children's files are complete

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of the attendance records, there was no arrival or departure times (for any children) recorded for the months of March or April 2023.
Corrective Action(s): Please ensure the children's arrival and departure times are recorded daily

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of 5 children's files, 4 files did not contain a doctor name or phone number
Corrective Action(s): Please ensure children's files are complete

Comments

At the inspection dated April 14, 2023 there were 6 children and 2 staff present. At this inspection the above noted contraventions were identified. The Licensee will provide Licensing with a written response. Licensing will review the response. As part of this Inspection a Facility Risk Assessment was completed and a copy was provided.

Licensing conducted a walk-through of the entire facility.

Valid CRC was available for the Licensee only.Licensing reviewed expiry dates with the Licensee.

The following discussions were had with the Licensee:

· Volunteer records
· Registrations & Emergency contacts
· Licensed space
· Physical Facility & Heaters
· Health & Hygiene & Lead in water results
