Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed 8 staff files and it was observed that two staff files were missing a minimum of two character references.
Corrective Action(s): Ensure all staff files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 12 children's files and 4 children's files were missing an enrollment date.
Corrective Action(s): Ensure all children's files are complete.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: During the routine inspection licensing observed that one child who had a peanut allergy and had an EPI pen did not have a care plan on site.
Corrective Action(s): Manager showed licensing a blank anaphylaxis plan and said that the plan will be reviewed with the parents.

At the inspection dated February 15, 2024 there were 32 children, 10 staff, the manager and the regional manager present. At this inspection the above noted contraventions were identified. The licensee is required to address the contraventions, bring the facility into compliance, and provide a written response to Licensing by the date written below. Licensing will review the response.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

· A system in place to identify that the references of employees have been checked
