Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection the following was observed:
- in the IT room the change mat had two holes in it, exposing the sponge material underneath the plastic cover.
- in the IT room several holes were observed in the walls.
Corrective Action(s): Please ensure the facility is in good repair.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the routine inspection, 4 staff files were reviewed and one staff file was missing a validation of the ECE certificate. Manager said that the staff renewed their ECE certificate and they forgot to verify their certificate.
Corrective Action(s): Please ensure all staff files are complete.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: During the routine inspection it was noted that a child who was allergic to nuts and coconuts had an expired EPI pen on site. The EPI pen expired on April 2023.
Corrective Action(s): Please ensure the medication is not expired.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the routine inspection it was noted that in both classrooms (IT and 3-5) a time of departure for various children, on various days was missing.
Corrective Action(s): Please ensure times of departure are noted on the attendance sheet.

Comments

At the inspection dated May 25, 2023 there were 23 children and 5 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Licensing recommend verifying the new hire references and initial after verifying the references.
· Education was provided regarding the Minor Log Book for all classrooms for small incidents.
· Temporary Placements and Exemptions
· Active Supervision
· Lead in the Water – flushing the pipes to remove any impurities before using the drinking water
· A conversation was had regarding the emergency supplies preparedness kit
