Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:

-a diaper change mat had many rips and tears. These rips left the cushion exposed. This makes the mat difficult to clean and could
harbour bacteria.
-packing tape was noticed on transfer strips to the washroom and the front room. Packing tape can be difficult to clean
-only one bleach bottle was being used to disinfect the tables and the diaper change map. This could be a concern for cross contamination.

The following was observed outside the facility:

-there was no gate at the bottom of the stairs leading to the deck. This is a repeat contravention from inspection # CLAN-BCKV22 and # CLAN-BBZUZN
-two boards with exposed nails were leaning against the fence. This is a repeat contravention from inspection # CLAN-BCKV22.
-a plastic gate was falling over and not secured.
-a ladder was propped against the fence. This could pose a potential falling hazard.
-plastic gloves were scattered in the yard. This could cause a potential choking hazard
-a piece of wood was propped against the fence, this had rough edges. This could cause a potential falling hazard or a splintering hazard.
-a large outdoor umbrella frame was proped against the shed. This could pose a potential falling hazard. This is a repeat contravention from inspection # CLAN-BBZUZN.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following during the inspection:

-the washroom was visibly dirty. The sink had a layer of dirt and the walls had splatter marks on them.
-there were several wear marks and puncture marks in the plastic tile flooring. This could harbour bacteria.
-there was visible dirt on the floors in the corners.

Corrective Action(s): Please ensure the community care facility, furniture, equipment and fixtures are clean and in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:

-a bottle of bleach was located on the windowsill. A stool was placed under the windowsill. This was within easy reach of the children. This is a repeat contravention from inspection # CLAN-BCKV22 and inspection # CLAN-BBZUZN. This was corrected during the inspection.
-a bottle of bleach and water was located within easy reach of the children. This could cause a potential poisoning hazard. This was corrected during the inspection
-plastic bags were located in an unlocked drawer in the washroom. These were accessible to children. This could cause a potential suffocation hazard. This is a repeat contravention from inspection # CLAN-BBZUZN.
-rust was observed on an outlet in the washroom and around the sink. This could cause a potential health hazard. The rust around the sink is a repeat contravention from inspection # CLAN-BBZUZN
-cords were observed in a sleeproom in an unlocked cupboard. This could cause a potential strangulation hazard.
-a toilet brush was accessible in the washroom
-an electrical outlet was uncovered. This is a repeat contravention from inspection # CLAN-BCKV22 and # CLAN-BBZUZN

Licensing observed he following outside the facility:

-a rusty shovel. This is a potential health hazard. This is a repeat contravention from inspection # CLAN-BCKV22 and # CLAN-BBZUZN
-a shed was unlocked. Inside the shed there was a sharp knife and a grass cutter.
-a pair of sharp scissors was observed in the grass.
Corrective Action(s): Please ensure children do not have access to objects and substances that are hazardous to their health.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the inspection the water temperature was measured at 49.6 Degrees Cecius. Please provide active supervision when children are washing their hands until this is corrected.
Corrective Action(s): Please ensure the water temperature is no more than 49 degrees Celcius.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: One staff record was reviewed. The record was missing a record of the person's work history.
Corrective Action(s): Please ensure the staff records are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: One staff record was reviewed. The record was missing a record of their immunization status
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During the inspection the Manager's record was not on site for review
Corrective Action(s): Please ensure the staff records are on site and available for review.

PROGRAM: 18020 - CCLR s.44(1)(b) - A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (b) is appropriate for the age and development of children in each group in the community care facility.
Observation: During the inspection two school age children were in attendance at the facility. The school age children did not have many toys or materials that were age appropriate.
Corrective Action(s): Please ensure that a coprehensive program of activities are offered that are appropriate for the age and development of children in care.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Five children's records of five were reviewed. Two children were missing the start date.
Corrective Action(s): Pease ensure the children's records are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Five children's records of five were reviewed. Two children's records were missing a name of a medical practiotioner. Two children's records were missing an emergency contact.
Corrective Action(s): Please ensure that the children's records are complete.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Five children's records of five were reviewed. Two children's record were missing consent to contact an ambulance in case of emergency.
Corrective Action(s): Please ensure that the children's records are complete.

Comments

At the inspection dated October 23, 2020 there were 5 children and 1 staff was present during the inspection . At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by November 9, 2020 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was discussed with the staff member at the inspection:

-posting the COVID-19 policy as a requirement of The Centre for Disease Control and Worksafe BC
-the importance of removing water from the kettle after boiling to prevent a potential burning hazard
-not using a bouncy chair for sleeping
-not blocking off access with a gate to the main play area as this will affect the space calculation of the facility.
-if using pillows at rest time, a pillowcase is recommended to be able to wash more easily.

The Manager was not present during the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
