Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): There is an unlocked cupboard in the hallway to the bathrooms that children have access to that containes porpane tanks and dry wall compound.
Corrective Action(s): Ensure children do not have access to any object or sunstance that may be hazardous to the health and safety of children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: A random review of attendance sheets showed that there are several instances of children not being signed out at the end of the day in the IT, school age age and group child care 30 months to school age programs.
Corrective Action(s): Ensure children are signed out at the end of each day.

Comments

Active Play standards of practice were discussed today. 5210 information package was provided at a previous inspection. 5210 sticker tattoos were left today. Licensing stated that they will follow up in providing the manager with care plan information.

Bleach is used as a cleaner at this facility.

There were many opportunities for a wide variety of developmentally appropriate play including puzzles, magnetic blocks, chess, books, Jenga, building blocks, construction tools and materials. The staff at this facility have many displays of Reggio inspired programming including documentation of "ordinary moments", children's stories, teacher's stories told through the written word and photographs that are in keeping with the Provincial Early Learning Framework. The staff were seen to engage with the children - down on the floor with the infants, playing an energized game of Cadoo and taking the children outside, encouraging hand washing after toileting. There were many displays of children's art work, seasonal decorating and family pictures.
