Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the routine inspection the following were observed:
- one of the two doors for the facility was missing a door handle, making it difficult to open the door. This door was identified by the manage as the emergency exit door.
- a rusted nail was sticking out at the bottom of the fence in the back yard. This is a hazard to young children.
- at the bottom of the fence there was a hole about 4 inches deep. The hole can become a possible entrapment hazard for young children.
- an ivy plant was growing at the bottom of the fence and spreading vines along the bottom of the fence. This can cause a tripping hazard to young children.
Corrective Action(s): Please ensure all items named above are in good repair.

POLICIES AND PROCEDURES: 13040 - CCLR s.56(1)(a) - A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation: During the routine inspection it was noted that the facility did not have a safe release policy in the policy and procedures manual. Staff was not aware of the safe release procedure.
Corrective Action(s): Please ensure that a safe release policy is created and provided to parents and staff.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the routine inspection licensing could not find the Active Play police. Manager stated that she might have forgotten to print it and add it to the facility's Policies and Procedures Manual.
Corrective Action(s): Please ensure an Active play policy is made available to staff and parents.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: During the routine inspection it was noted that 2 ECE staff were present and 6 infant and toddler children were present. The manager who is also the ECE IT staff was not present. Manager arrived at the facility towards the end of the inspection. Manager said that she was at her other facility monitoring the gradual entry of the new children. Licensing explained that procedure for replacement of absent employ. Licensing also explained the definition of emergency regarding the leave of an employee. At the time of the inspection the staff to child ratio was not met.
Corrective Action(s): Please ensure that the staff to child ration is met at all times (ECE IT and ECE)

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 6 children's files were reviewed and one child's file was missing a doctor's name and phone number. This is a repeat contravention from 2021.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated Oct 3, 2022 there were 6 children and 2 staff present. The manager showed up at the end of the inspection. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements/Retentions
· Active Supervision
· Lead in the Water
· Having clear pictures in the child's file for attending children
· Children's beddings to be stored in a way that does not promote cross contamination
· Verifying the food in the emergency evacuation packs to make sure no food has expired or is due to expire
· Replacement of absent employ was discussed with the manager and education was provided
