Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed staff files and noted that there is no proof on file that one staff' ECE certification had been validated through the ECE Registrar.
Corrective Action(s): Ensure proof in on file showing the staff person's ECE certification has been validated.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: During inspection Licensing noted that a full emergency evacuation drill had not been conducted in the past 12 months.
Corrective Action(s): Ensure a full evacuation drill, including evacuating emergency supplies, is conducted annually.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: During inspection Licensing observed that a number of children in care at the facility have life-threatening allergies. Licensing noted that there is consent to administer the emergency medication on site for each child. Licensing also noted that there are no individual care plans showing symptoms, steps to follow etc in the case of a life-threatening allergic reaction for these children.
Corrective Action(s): Ensure care plans, with the child's photo, are posted in the facility for any child with life-threatening allergy in care.

Comments

At the inspection dated Sep. 20, 2019 there were 19 children and 3 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written documentation to Licensing once contraventions have been addressed.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
During inspection Licensing observed:
- children engaged free play such as science, water play, building with blocks, creating art etc; they then had a snack time before having a circle time.
- staff interacting with children while they were engaged in activities including giving warnings before times of transition

During inspection Licensing discussed with the manager ensuring that there is proof on the staff files that reference checks have been conducted. Manager stated that they do write notes on the file but did not indicate that the notes were written during reference checks.
