Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the manager's name was not posted in a promiment place in the facility.

This item was identified and contravened on June 11, 2020 on routine inspection report #JKIM-BQGSEU.
Corrective Action(s): Ensure that the manager's name is posted in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the fire extinguisher was stored under the kitchen sink.

This item was identified and contravened on June 11, 2020 on routine inspection report #JKIM-BQGSEU.
Corrective Action(s): Ensure that the fire extinguisher is stored in a place that can easily be seen and accessed by adults, and out of reach to children

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Licensing observed that one staff did not have the validation of the certificate on their file.
Corrective Action(s): Ensure that the staff certificate is validated.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): Licensing observed that the day of the fire drill was not recorded for the month of July 2021. The manager said that the fire drill was completed for the month of July 2021, but it was just not recorded.
Corrective Action(s): Ensure that the complete date of the fire drill is recorded every month.

Comments

At the inspection dated Aug. 18, 2021 6 children, the manager and 2 staff were present. At this inspection the above noted contraventions were identified. All contraventions were corrected by the manager during inspection.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
A COVID-19 Risk Screening was also completed.

The following education/recommendations/discussions were provided:
- Cleaning and storing of sleeping mats
- Removing items with a DIN number in the first aid kit
- Frequently check the expiry dates of items in the emergency supplies bag
- Increased indoor ventilation
- Continue to sanitize and clean the facility including toys and equipment
- Continue following the COVID-19 Policy
- Reviewed COVID-19 prevention strategies with the manager
- The manager started a separate log book (also communicated on routine inspection report #JKIM-BQGSEU) discussed during inspection for any minor incidents, illness and unexpected events involving children not requiring medical attention and that are not reportable incidents described in Schedule H. This separate log book (each entry will have the specific date and time) was encouraged to be used frequently.
