Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: There is a metal tall shelving unit that store bins with monthly theme items. Some of the bins are heavier and thus could be a concern if the bins fell.
Corrective Action(s): Please ensure the furniture, and equipment is safe.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11180 - CCLR s.16(4)(a) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.
Observation: There appears to be limitation of availability of activities and materials for the school aged program.
Corrective Action(s): Replenshing and increasing the amount of play materials that are developmentally suitable for school age program.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff member's CRC renewal was required by last week.
Corrective Action(s): CRC must be update to date

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Verification of ECE Certificate is unavailable.
Corrective Action(s): Please ensure verification is done through the ECE Registry

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: One month fire drill was not recorded. All other months are complete
Corrective Action(s): Please ensure documentation is complete

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: There are several care plan in place. Some are missing parental written consent. Some care plan do not provide sufficient strategies and interventions to assist the child, nor sufficient information.
Corrective Action(s): Please ensure that the care plan includes sufficient information, parental consent and interventions

Comments

Review with staff and records indicates a possible retention may be required, the information will be forwarded to the Manager via email.
Licensing observed free play, circle time and evidence of Active Play. Children also participated a group Bingo game that engaged all the children.
Licensing provided a copy of the Staff Documentation/Checklist.
Licensing discussed with staff member regarding what a staff member deemed was inappropriate.
Please provide a written response to how the above coded violations has been addressed by February 16, 2018. A follow up inspection will be required based on today's inspection and the Risk Rating 2017.
