Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Licensing discussed the Live 5210 program with Licensee during inspection. Live 5210 resource package will be mailed to Licensee.
Resource left with Licensee during inspection: Criminal Record Review Program Share Form.
Inspection report was reviewed with Licensee before report was signed and printed.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff files and noted on Criminal Record Approval letter is not addressed to the Licensee
Corrective Action(s): As per the Criminal Record Review Act ensure all staff Criminal Record Approval letters are addressed to the Licensee.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During inspection Licensing noted that the fire extinguishers were due to be serviced last month.
Corrective Action(s): Ensure all emergency management equipment is serviced and is up to date to response to any emergency.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that 3 children's files were missing start dates.
Corrective Action(s): Licensee added start dates to these files during inspection

Comments

During inspection Licensing noted that the main room, that had previously been set up as two separate programs for Group Child Care (school age) & Group Child Care (30 mth to school age), has been reconfigured back to just a Group Child Care (30 mth to school age) space.
Licensee stated that they decided not to offer the School Age Program until possibly Sept 2016.

Licensing was not informed of this decision and change of room set up.

Licensing reminds the Licensee that they are Licensed for Group Child Care (30 mth to school age) and Group Child Care (school age) and that they will need to reconfigure the main room back to the previously approved set up for the separate programs should they choose to begin to offer Group Child Care (school age) at a later date. Before the School Age program can begin Licensing would need to conduct an inspection to measure the spaces which have been set up for the 2 service types.

During inspection Licensing observed that there were toys and equipment accessible to children such as: dramatic play work bench and housekeeping area, books and board games, puzzles, fine motor building toys and arts and craft supplies.

During inspection children were in a circle time (with music, movement and story telling), worked on Letter worksheets or drew pictures, they then went outside for free outdoor play time.

Licensing observed staff persons telling children what was coming next to assist with transitions. Licensing also observed staff getting down to the children's levels to talk about the activities that they were involved in as well as assist with problem solving.
