Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

While on site the following was discussed:
-There are times where the car is used at the daycare to transport, a discussion was had around creating a transportation policy.
-Discussed emergency drill and fire drills. The facility does walk to their emergency location but don't necessarily do it as a formal walk for an emergency drill. A discussion was had around conducting the emergency drill one time per year where the supplies is transported to the emergency location along with the children in care.
-Fire drill log provided to Licensee (though not required to be used for logging the drill).
-A discussion was had around ensuring that all children enrolled in the program has a complete file.
-Please ensure that attendance is accurate and reflects when the children are absent and present. For example, when a child attends Preschool at another location, they will need to be signed out for that time period.
-Resources provided: Temporary placement application.
-Licensee's First aid is set to expire at the end of the month.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: There are some slats within the fence that are broken, leaving a large gap to the neighboring yard. The Licensee stated that they are always outside with the children
Corrective Action(s): Please ensure facility, furniture, equipment, fixtures are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The water temperature at the tap in the washroom was measuring 54 Degrees Celsius.
Corrective Action(s): Please ensure that accessible water temperature is 49 Degrees Celsius and below.

CARE AND/OR SUPERVISION: 14360 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Upon review of attendance and enrollment, it was determined that there has been times where there have been 5 children in care who are under 4 years of age and 3 children who are under 2 years of age. A discussion was had around applying for a temporary placement.
Corrective Action(s): Please ensure that attendance meets the requirements set out in Schedule E of the Child Care Licensing Regulation.
