Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10060 - CCLR s.11(3) - When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation: The facility is licenced for group child care, but preschool is included in the registration form, as well preschool type program appears to be operating as 3 different timed session are available for families.
Corrective Action(s): Please ensure that program only provides the care for which it is licenced for.

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: One staff member ECE Certificate is not posted

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The following was observed in one of the bathrooms, cleaning products and an electric kettle, this was removed during the time of inspection.
Corrective Action(s): Hazardous items must be inaccessible at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): All but one staff did not have their ECE Certificate validated.
Corrective Action(s): This was corrected during the time of inspection.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Random selection indicates some children are missing their enrolment date
Corrective Action(s): Please ensure records are complete

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: There are some children that require a care plan
Corrective Action(s): Please ensure care plan provides what steps of interventions/strategies that are required. Please ensure it is developed with the parent.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: Outdoor log of inspection, maintenance and repair is unavailable.

Comments

This is the first routine since issuance of the Licence, the inspection was done in the presence of the Licensee contact.
Discussion of possible temporary placement was done, copy of the Application forms was provided during today's inspection.
Evidence of outdoor play was observed, as well as free play and group activities. Art craft activities was displayed at the facility, staff provided positive support to the children in care.
Discussion regarding preschool wording in the Registration forms, it was agreed that new registrations will reflect only the service type for which it is provided.
As part of the newly licenced inspection frequencies, an unscheduled follow up inspection will be required.
