Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the emergency supplies.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection it was observed that three plug covers were missing in the 0-36 month old room and the 30 months to school age room. In addition the floor in the 0-36 month old room had visible dirt on the floor where the infants were crawling.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed te following inside the facility:

-A sink in the washroom had damage to the enamel
-Laminate was coming off of the shelves in the 0-36 month old classroom
-Damage to the walls and paint chips were noted in the washroom and on the walls
-window ledges had wear marks and the paint was peeling
-several baseboards were damaged and the paint was removed

In discussion with the manager it was noted that the facilty will be undergoing a renovation within the following year. The manager
was reminded to submit plans if any structural changes are made to the facility.

Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed te following outside the facility:

-a table top was peeling and could cause splinters.
-a fence seperating the 0-36 months and the 30 months to school age room was leaning on an angle. In discussion with the manager she stated that a staff is positioned on both on sides of the fence to provide active supervision to ensure this does not pose a health and safety risk to the children in each program. The manager further stated that a work order is in place to have the fence repaired.

Corrective Action(s): Please ensure the facility is in good repair.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Three staff records of ten were reviewed. One staff file was missing two references.
Corrective Action(s): Please ensure staff records are complete.

Comments

At the inspection dated August 15, 2019 there were 39 children and 10 staff present and one Manager present. At this inspection the above noted contraventions were identified. Please provide a written response to licensing by August 29, 2019 identifying how the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
