Introduction

An unscheduled routine inspection was completed to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

Care systems reviewed during inspections include: Licensing, Physical Facility, Staffing, Policies and Procedures, Care and Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records & Reporting.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
STAFFING: 32010 - RCR s.37(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has obtained all of the following: (a) a criminal record check for the person.
Observation: A review of non-contracted employee files confirmed two did not have a valid criminal record check completed. In discussion it was confirmed staff were not aware of the specific requirements regarding what type of criminal record check must be obtained.
Corrective Action(s): Prior to the conclusion of the inspection, the LO was provided with a plan to ensure both staff obtained criminal record checks that met the requirements.

POLICIES AND PROCEDURES: 33280 - RCR s.85(1)(d) - A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: The Licensee has a policy regarding safety devices. In the case of a person in care (PIC) who uses a safety device the policy was not implemented by staff when they did not develop a care plan for the device nor obtain written consent as required in the policy. [Prior to the conclusion of the inspection, the PICs care plan was updated to include the safety device and a plan to obtain the consent was developed]
Corrective Action(s): Please ensure staff implement the policy regarding safety devices.

Comments

Discussion with facility leadership occurred regarding the following:
- Physical premise and planned renovations and/or repairs. Please ensure a Health and Safety plan is submitted at least 2 weeks prior as acceptance of the Health and Safety plan by CCFL is required before work can commence.
- TB and Immunization Screening of staff.
- Performance review of staff.
- First Aid and CPR requirements. Valid courses must meet the requirements set forth in RCR Schedule C.
- Heat Preparedness and Indoor Temperature Standard for Licensed Long-term Care Facilities. This standard is to be in effect from May 1 to September 30 annually.
- Food Services record retention. The results of monitoring must be retains for at least one year. RCR s.87 & RCR s.92
