Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-AK9PDP have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Three staff files were reviewed and one staff did not have a CRC with the name of the facility on it. The staff did relay that it was completed but could not find it.
Corrective Action(s): Ensure staff files are complete including a CRC that is specific to the facility.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Thirteen children were in attendance with 5 of those children being registered in Kindergarten and Grade 1. The Manager relayed that no additional staff were available to support the staff to child ratio and that one additional child arrived but did not confirm attendance in advance.
Corrective Action(s): Ensure the staff to child ratio is met at all times as outlined in Schedule E of the CCLR.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): The children came inside from playing outdoors and began eating snack. The children did not wash their hands before eating. The Manager did remind the group that Hand Washing needs to occur before they eat.
Corrective Action(s): Ensure health and hygiene practices are followed on a regular basis.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Seven children's files were reviewed and three children did not have a photo available or assessable in the facility. These three children were new to the programs.
Corrective Action(s): Ensure the children's files are complete which includes a digital image.

Comments

The School-age program was in operation during this inspection. Records were reviewed for both the Preschool Program and the School-age program.
The children were observed exploring sensory experiences indoors and outdoors, snack time, gross motor activities.
The Manager was able to provide information for both programs.
