Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The walls in the nap room and hallway are dirty and in need of cleaning.
Corrective Action(s): Ensure the facility is clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): There is medication kept in access to children.
Corrective Action(s): Ensure any substance that may be hazardous to the health and safety of children is kept out of reach of all children.
Date to be Corrected: Fixed during inspection.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Two staff files were reviewed and of these two, there were no immunization records.
Corrective Action(s): Ensure immunization records are kept for all staff.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There is one child who has medication on site, however there is no medication consent for this particular medication.
Corrective Action(s): Ensure a medication consent form is in place for each medication a child requires.
Date to be Corrected: Prior to this child bein in care again.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A random review of 5 children's records showed that 1 child does not have a medical practitioner on site and 1 child does not have an emergency contact.
Corrective Action(s): Ensure children's records are complete.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: There is one child in care who requires extra support, however there is no care plan in place.
Corrective Action(s): Ensure that any child requiring extra support has a care plan in place.
Date to be Corrected: Prior to this child returning to daycare.


Comments

Active Play Standards of Practice and the Screen Time and Active Play Policies were discussed. 5210 information package was previously provided to this facility.

Licensing stated that clinic information may be used in place of a medical practitioner.

The children were seen to practice hand washing prior to eating, play dramatic play, play with play doh, and eat a healthy snack as a group. The care giver was seen to get down to the children's level, guide problem solving with the children, encourage the children to use their words, take turns and engage with the children with respectful interactions. There were a wide variety of developmentally appropriate materials available including, potato head, train tracks, blocks, calendar and weather and season activities. The facility is decorated with seasonal arts and crafts created by the children.
