Introduction

Introduction Section
A scheduled routineinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #MMAK_-AQZNSF have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: It was observed that the fire extinguisher was due for an inspection.
Corrective Action(s): Ensure the Fire extinguisher inspections are maintained.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: It was observed that there was a tall shelf in the main playroom that was not anchored to the wall and light cords were accessable to the children beside the beds.
Corrective Action(s): Ensure that shelf is anchored to wall and that the cords are removed out of childrens reach.
Date to be Corrected: December 14, 2018

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One Criminal Record Check was missing.
Corrective Action(s): Ensure Criminal record checks are completed.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Two files were reviewed.One file was missing a reference check.
Corrective Action(s): Ensure staff files are complete and up to date.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: Licensee confirmed that during summer months a staff worked alone without a valid first aid certificate.Manager said staff will get her first aid.
Corrective Action(s): Ensure that staff working alone have valid first aid certificates.Please submit a plan of when the first aid for the additional staff will be completed.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Review of emergency drills found no record for 2017.Licensee stated that the drill was conducted although she forgot to record it.
Corrective Action(s): Ensure emergency drills are recorded.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: 2 months of Attendance was reviewed. 5 days were missing departure times.
Corrective Action(s): Ensure attendance records are recorded with departure times

Comments

At the inspection dated Nov 30, 2018 there were 5 children and 1 staff present. At this inspection the above noted contraventions were identified As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education was given:
*It was observed that there were heavy items on top shelves in the kitchen. Lo recommended that all heavy items placed up high are to be moved to a lower shelf.
*It was observed that in the storage room, there were toys/equipment close to the water heater which poses a fire hazard.LO recommended that those items be placed a safe distance away.
All recent resources have been received including Incident reporting, active supervision and lead in the water.
