Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the emergency evacuation drill.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed in the facility:
-two plug covers were missing
-a set of electrical cords were exposed
-a microwave was not secured and was on top of the fridge. This could be a potential falling hazard.
-a large printer was noted on a shelf next to the play area. This could be a potential falling hazard.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During the inspection several sleep mats were blocking the emergency exit. This was corrected during the inspection.
Corrective Action(s): Please ensure that the emergency exit is not blocked in case of a fire or an emergency.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the inspection four of nine staff records were reviewed. One staff record was missing a criminal record check. In discussion with the staff she stated she has completed a criminal record check for another facility and will apply for this facility. This is a serious health and safety concern.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed four out of nine staff records One staff record was missing character references. In discussion with the staff she stated she has three references but has not given this information to the manager.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing observed four out of nine staff records. One staff record was missing a record of aperson's work history. Licensing observed four out of nine staff records. .
Corrective Action(s): Please ensure staff records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the inspection the attendance records were reviewed for the month of August. A record of arrival and departure was missing fifteen times. This is a repeat contravention from inspection # CLAN-B6BPQL
Corrective Action(s): Please ensure attendance records are complete.

Comments

At the inspection dated August 22, 2019 there were 22 children and 3 staff present. At this inspection the above noted contraventions were identified. Please send a written response to licensing to September 5, 2019 stating how the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
