Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed in the Maple room's cubby area a blind cord that was detached from the wall and in front of a bench making it accessible to children's level. During the inspection, the delegated staff had made it inaccessible to children.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Upon review of the staff records, 1 staff did have evidence of character references.
Corrective Action(s): Please ensure staff files contain evidence of character references in respect of the person

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon review of the staff records, 1 staff did not have her Licence verified by the Early Childhood Educator registry
Corrective Action(s): Please ensure that an educator or an assistant certificates are verified by the system maintained by the early childhood educator registry.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: In the maple room licensing observed a fire drill log with no record from May- July 2023. The delegated staff explained that May and June drills were conducted but not recorded. However, confirmed that July's drills was not conducted.
Corrective Action(s): Please ensure current records respecting compliance with section 22 (2)(b)(c)

Comments

At this inspection there were 24 children and 4 staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to licensing by August 16, 2023 stating how you have addressed the above noted contraventions. Licensing will review the response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy will be provided.
The following was discussed with a delegated staff;
- Upcoming first aid expiry
- General maintenance of sleep mats
- Emergency consent cards - ensuring staff have access to children's emergency contact information when off-site
- Documenting responses for reference checks
- Review of emergency food supplies to ensure sufficient amount for 72-hours
- Filing past medication forms in children's files
The contents of this report was reviewed with the delegated staff and a copy will be emailed to the facility.
