Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-AG7PUK have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Six staff files were reviewed and one staff had no resume or record of previous work history on file. The Licensee and staff attempted to retrieve this document electronically but were unsuccessful during the inspection.
Corrective Action(s): Ensure all staff files are complete and include resumes or work history.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications].
Observation (CORRECTED DURING INSPECTION): Three ECE staff files were reviewed and all were missing a form of verification with the Early Childhood Educator Registry. The Licensee validated all three certificates during the inspection.
Corrective Action(s): Ensure all staff files are complete including ECE, ECA, IT/SN certificate verification.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: A large television screen was present in the large playroom/dance studio. The Licensee communicated that they do not use this television at all. Their is no screen use policy in the parent handbook at this time. The Licensee communicated that a policy will be composed and added to the handbook in the near future.
Corrective Action(s): Develop, implement and share with families the screen use policy once the policy is composed.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: The Licensee communicated that a log book is not being used to record accidents, illnesses or other events involving the children.
Corrective Action(s): Ensure a system is in place to record this information as described in Schedule H of the CCLR.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): Six children's files were reviewed during the inspection and two children were missing their MSP numbers from their files. The Licensee was able to receive the missing MSP numbers and update the children's files during the inspection.
Corrective Action(s): Ensure all required information is in each registered child's file.

Comments

During the inspection the children were observed participating in gross motor free dance, snack, organized group games and had access to numerous toys and equipment available.
Three staff were present provided consistent supervision during the inspection.
The Licensee was pro-active in correcting items during the inspection. Thank you for your time and assistance today during this inspection.
