Introduction

An unannounced routine inspection was conducted today to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: The writer reviewed three staff files and noted that the Licensee uses a check list in each file to determine what documentation is on file at their head office. This facility also keeps a copy of the documentation on site. Upon review of the files it was noted that individuals did not have their immunization status.

Corrective Action(s): Ensure each individual has completed a document stating the status of their immunizations.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: This facility has slowly opened the various classrooms as enrollment permits. The writer noted in one of the classrooms that fire drills were not conducted in November and December 2018.

Corrective Action(s): Ensure fire drills are conducted on a monthly basis.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of three staff files the writer noted that one individual has a criminal record clearance letter addressed to a different Licensee.

Corrective Action(s): In discussion with staff at the facility the Licensee has applied to have the results shared with them and this documentation was sent to head office for processing. The Licensee must ensure staff are not providing care to children until all legislative requirements are met.

Today's inspection is this facility's first routine inspection. The facility manager was not present for this inspection; please ensure the manager is aware of today's inspection and the report is posted on the Fraser Health's web site.
