Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), The Child Care Licensing Regulation (CCLR) and the Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play area. This is maintained by the Burnaby school district.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection Licensing observed the CCF License and the Manager's name were not posted in the facility
Corrective Action(s): Please ensure the CCF License and Manager's name are posted in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following in the indoor play area:
-Two power bars were plugged into an outlet. Several outlets were missing outlet covers. This is a repeat contravention from inspection #CLAN-CM62BS, #CLAN-BHHPGV and #CLAN-CB2UZN
-Several outlet covers were missing
-A blind cord was not secured and was hanging at the children's level. This could cause a potential hazard.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During the inspection furniture and equipment was observed partially blocking the emergency exits in both rooms.
Corrective Action(s): Please ensure furniture and equipment are not placed in front of or close to an emergency exit as this can block the exit in an emergency

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: The children's records were reviewed. One child was missing a record of immunization
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated December 13, 2023 there were 13 children, 2 staff, and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by December 27, 2023 unless otherwise specified in the report. As part of the inspection the Facility Risk Assessment Tool is completed and a copy was provided to the Manager.

The following was discussed with the Manager:

-Reportable incident reporting. Forms and the bulletin were given to the Manager
-Lead in the water
-The maintenance plan for the facility
