Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing observed that the work history documentation of a staff is not on file.
Corrective Action(s): Ensure that the staff work history documentation is on file.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing observed that a staff's proof of immunization status is not on file.
Corrective Action(s): Ensure that proof of immunization is on file.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing observed that a staff's certificate has not been validated.
Corrective Action(s): Ensure that the staff certificate is validated.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing observed that the full date of enrolment of a child was not on file, and only the month was noted.
Corrective Action(s): Ensure that the full date of enrolment of the child is on file.

Comments

At the inspection dated Aug 12, 2021 there were 3 children and the manager was present. At this inspection the above noted contraventions were identified. Actions required by the licensee includes a written response to Licensing.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
A COVID-19 Risk Screening was also completed.
During this inspection, Licensing observed children being attended to and supervision was in place while they were napping.
The following education/recommendations/discussions were provided:
- Continue to clean and sanitize the facility including toys and equipment
- Continue to follow COVID-19 policy
- Reportable incident procedures
- Logging procedures in the attendance sheet
- Dating consent forms
- Exemption procedures
- Continue tracking fire and emergency drills
- Regularly checking the expiry date of items in the emergency supplies bag

*The contraventions listed on this report has been fully discussed on-site with the manager.

* Licensing previously went on-site to do an unscheduled routine inspection on Aug. 5th, 2021, but Licensing was informed upon arrival that the facility was closed for the day.
