Introduction

An announced routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed chipped paint throughout the facility with exposed white underlay, at a level accessible to children. This is a repeat contravention.
Corrective Action(s): Ensure that the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: Licensing observed that the designated nap room was being used as a storage space. The licensee indicated that the nap room is a shared space between the facility and the church. Licensing suggested coming up with a plan to share the space in a way that does not impede the requirement of having a nap space available.
Corrective Action(s): Ensure a designated nap area is available at all times.

Comments

Summary of Inspection:
At the inspection dated July-27-20, there were 5 children in care with 2 staff members including the Manager.
A COVID-19 Risk Screening was conducted before the inspection.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps and review of proper diapering practices.
-Criminal Record renewal process.
-A record of minor incidents to be kept in a way that is open to inspection by Licensing. Discussed the intent of keeping a log of minor incidents that do not require medical attention.
-Requirement of COVID-19 safety plans for staff and children to be posted at the facility or to be published on facility website.
-At this inspection, there were chairs set up in the gym where the children have been observed engaging in active play during previous inspections. The manager indicated that the gym is not used for the purposes of daily active play requirements. Licensing was informed that the chairs are put away if/when the children use the gym for the purposes of active play due to poor weather conditions.
-Staff ECE Certificate validations must be available for inspection.
