Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-AUNQYW have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A carpenters knife was located within a desk drawer which was accessible to children, the knife was relocated to a secure location during the inspection. It was noted that a good level of supervision was maintained while children occupied this space.
Corrective Action(s): ensure children do not have access to any object which may pose risk of injury.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Criminal Record Results have not been obtained for 2 staff working within the facility. This is a repeated contravention from the previous routine inspection.
Corrective Action(s): ensure staff are fully screened prior to working with children.

STAFFING: 12150 - CCLR s.19(4)(b) - A licensee must not employ a person in a community care facility as (b) a responsible adult unless the person has the qualifications required under Division 2 [Employee Qualifications].
Observation: Staff working within the school-age program has not completed 20 hours of training. Staffing exemption was discussed.
Corrective Action(s): Ensure staff hold the required 20 hours of training prior to working in a community care facility.

Comments

At the inspection dated Dec 5, 2018 there were children and staff present in both the GCC ( 30 mos - school-age ) and Preschool programs. School-age was not in session however records and physical space were inspected for this program. At this inspection the above noted contraventions were identified.Manager to respond in writing to the areas including how they have been addressed. Discussed ensuring children's food items ( those required to be refrigerated ) are safely stored until consumption.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
Ø discussed staffing exemptions and process for making application
Ø Active Supervision - reviewed the importance of ensuring ongoing supervision of children at all times.
Ø Lead in the Water - please ensure if children are accessing water from taps for drinking that the water is flushed due to evidence of lead in the pipes.
