Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During inspection staff files were checked, and it was found that one of the staff's Criminal Record Check was expired.
Corrective Action(s): Ensure there is proof on file that the staff has updated their Criminal Record Check.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed staff documentation and noted that there is no proof on file that one staff's ECE certificate has been validated.
Corrective Action(s): Ensure there is proof on file that the staff's ECE certificate has been verified.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: During inspection staff files were checked, and it was found that one of the staff's first aid certificate was expired.
Corrective Action(s): Ensure there is proof on file that the staff has updated their first aid certificate.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed children's records and noted that one child was missing their emergency contacts.
Corrective Action(s): Ensure emergency contacts are listed on the child's records.

Comments

At the inspection dated June 7, 2021 there were 8 children and 2 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee include providing a written response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

A COVID-19 Risk Screening was also completed.

Licensing conducted a walk-through of the entire facility.

The following education/recommendations were provided:

- Reportable incident procedures
- Additional sanitizing/cleaning of the facility including toys and equipment
- Regularly check the expiration dates of items in the emergency supplies kit
- Validating ECE certificates, which was a previous contravention during the last routine inspection dated July 19, 2019.
