Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-B4RN7R have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: During inspection Licensing observed 2 fence boards missing in the back corner of the backyard fence. The hole is big enough that a child could go through it into the back alley.

Licensee stated they are currently going for walks to the community parks and school grounds until the fence can repaired.
Corrective Action(s): Ensure children are not using the backyard area until the fence is repaired.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection a box of garbage bags were accessible to children in a bottom cupboard in the washroom.

The bags were moved to an area inaccessible to children during inspection.
Corrective Action(s): Ensure hazardous items are inaccessible to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During inspection Licensing determined the hot water accessible to children was 56C.

Licensee stated that they will be with children when they are accessing the water to ensure both hot and cold water is being used until the temperature can be adjusted.
Corrective Action(s): Ensure hot water accessible to children does not exceed 49C.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing determined that the Licensee has not been recording the monthly fire and annual emergency evacuation drills.
Corrective Action(s): Ensure fire and emergency evacuation drills are recorded as proof that the drills have been conducted.

Comments

At the inspection dated July 3, 2019 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified.
Licensee to address violations and contact Licensing Officer who will then conduct a follow up inspection.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
During inspection Licensing observed children engaged in free play including building with Duplo, dancing to music, looking at books etc.
