Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AVPQDS have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During inspection Licensing reviewed staff documentation and noted one staff person is missing their resume.

Licensee stated that they have reviewed this staff person's resume.
Corrective Action(s): Ensure resume is on file for this staff person

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During inspection Licensing reviewed staff documentation and noted one staff person is missing their immunization status.
Corrective Action(s): Ensure immunization status is on file for this staff person.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed staff documentation and noted that there is no proof on the files that the staffs ECE certificates had been verified.

Licensee stated that they had verified their staffs ECE certificates on the ECE Registrar website.
Corrective Action(s): Ensure there is proof on file showing that all staff persons ECE certificates have been verified.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing reviewed children's records and noted one child is missing their immunization status.
Corrective Action(s): Ensure immunization status is on file for this child.

Comments

At the inspection dated Dec. 14/18 there were 8 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee to place required documentation on file by January 14, 2019 and notify the Licensing Officer in writing when all documentation has been retained.
During inspection children were engaged in free play in the outside area & then were engaged in an indoor circle time with music & story.
During inspection Licensing observed staff interacting with children while they were engaged in activities.
