Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): The name of the manager was not posted.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: A shelf in the 3-5 room has been removed leaving holes in the wall and exposed dry wall.
Corrective Action(s): Please ensure all areas of the facility are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following were accessible to children:
Infant room bathroom area - bleach, Windex, Mr Clean, airspray
Toddler room - airspray on top of a toilet.
Corrective Action(s): Please ensure children do not have access to any hazardous substances.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Proof of references being checked was not available for two staff.
Corrective Action(s): Please ensure all staff references are checked and evidence of this available.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Parental permission to administer Tylenol to a child was on site although specific symptoms or times to administer the medication were not available. Permission to administer a prescription cream to a child was on site although there was no specific cream listed on the permission form.
Corrective Action(s): Please ensure specific times, symptoms and medication names are available on all medication permission forms.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: Fridges in the infant, toddler and preschool room had temperatures higher than 4c.
Corrective Action(s): To ensure the safe storage of food please ensure fridge temperatures are between 0-4c

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Contact information for a medical practitioner and an emergency contact was not available for one child.
Corrective Action(s): Please ensure all children's files contain the required information.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: No care plans were available for three children requiring extra support.
Corrective Action(s): Please ensure a care plan is available for all children who have allergies.

Comments

Summary of Inspection
At the inspection dated June 1, 2023 there were 49 children and nine staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and a copy provided.
The following were discussed:
Ensuring a system is in place to update children's files.
Putting a thermometer in each fridge to monitor temperature.
Labelling all bleach bottles with the contents.
Not using a lock box for medication for ease of access to emergency medications.
Ensuring all staff are aware of what types of incidents need to be recorded in the minor log book.
