Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 32320 - RCR s.68(4) - A licensee must ensure that all employees comply with the policies and procedures of the medication safety and advisory committee.
Observation: Review of the MAR indicates two days where the PRN effectiveness was not recorded.
Corrective Action(s): Please ensure all records are completed

HYGIENE AND COMMUNICABLE DISEASE: 35020 - RCR s.49(1) - A licensee must require all persons admitted to a community care facility to comply with the Province's immunization and tuberculosis control programs.
Observation: Review of 9 care plans indicates there are 5 PICs that are missing one or both of the TB and Immunization compliance information.
Corrective Action(s): Please ensure records are complete. A copy of the updated Immunization record form was provided during the inspection

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation (CORRECTED DURING INSPECTION): In one of the refrigerator's fruit/vegetable bin, contained lettuce wrapped in foil and plastic bag, tomatoes in bag, wrapped up cheese bun, jar of oil and spice and two mini containers with cheese slivers and dressing. The items were not labelled.
Corrective Action(s): During the second day of the inspection, licensing was made aware the food belonged to a PIC and should have been placed in the PIC's own fridge. Please ensure food is safely stored and handled.

NUTRITION AND FOOD SERVICES: 37030 - RCR s.62(2)(a) - A licensee must ensure that each menu provides (a) for each day, a nutritious morning, noon and evening meal, with each meal containing at least 3 food groups as described in Canada's Food Guide.
Observation: Review of menu indicates that are times, 1-2 times a week either the lunch or dinner menu only contains 2 food groups.
Corrective Action(s): Please ensure all meals contain at least 3 food groups as described in Canada's Food Guide.

Comments

This inspection was physically conducted over two days, with information gathering for nutrition monitoring tools over week. This inspection pertaining to nutrition monitoring requirements are based on the information Licensing was able to gather during the 3 weeks.
Please provide an action plan to how you will meet the Legislative requirements by March 2, 2023.
Licensing would like to thank all of the staff for their assistance during the inspection.
Information gathered at the end of the two days at the site was discussed with the Manager of the facility on the second day.
