Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In a drawer accessible to the children in care Medicinal Mouth Wash was stored. LO discussed the importance of storing such products in an area not within reach of children.
Corrective Action(s): Ensure children do not have access to an object or substance that may be hazardous to the health or safety of a child.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire drill records that were posted for both programs were missing some recorded drills. The manager relayed that the drills were conducted by not recorded. LO discussed the importance of ensuring the drills are conducted and recorded monthly.
Corrective Action(s): Ensure fire drills are conducted and recorded monthly.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: A Puffer and Aero-chamber was available for a child in care during the inspection. No medical permission or consent form were available for this medication. The Manager relayed that this was a new product and permission was missed from the family.
Corrective Action(s): Ensure any medication intended to be used or given to a child in care must have a medication permission form.

Comments

On the inspection date of October 21, 2019 there were 20 children and 2 staff present. The Licensing Officer (LO) reviewed records and details for all Preschool Programs and observed one program in operation during the inspection. At this inspection the above noted contraventions were identified. Actions required by the licensee include a corrective action plan is required to be submitted and actions required the LO include to review and monitor the corrective action plan. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
