Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the name of the manager is not displayed in a prominent place in the facility.
Corrective Action(s): Ensure that the name of the manager is displayed in a prominent place in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that the paint of the playhouse located in the outdoor play area is peeling.
Corrective Action(s): Ensure that facility equipment are in good repair while children are in attendance.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing reviewed staff files and found that one staff's ECE certificate has expired. The staff said during inspection that the new certificate just needs to be included in the file.
Corrective Action(s): Ensure staff files and records are current.

Comments

At the inspection dated Feb. 22, 2022 there were 17 children and 4 staff present. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

A COVID-19 Risk Screening was also completed on-site.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures which is to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call 604.587.3936 and ask to speak with the Duty Line Licensing Officer. This telephone number is staffed during regular business hours.
- Documentation of fire and emergency drills
- Document minor incidents using an incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to write the date, time and initial after each documentation.
- Continue to clean and sanitize the facility including toys and equipment
- Continue hand hygiene procedures
- Check the expiry date of items in the emergency supplies kit
