Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): A milk crate was located next to a fence in the upper outside play area. A drop zone was on the other side of this fence. It is a concern that children may climb on the crate, climb over the fence and fall to the ground below.
Corrective Action(s): The crate was removed during this inspection.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: One toilet on the south side of the facility is broken and taped shut. Staff stated this had been reported a few weeks ago.
Corrective Action(s): Please ensure that this toilet is in working order.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Wooden tree stumps in the outdoor play area are showing signs of wear and tear and have slivers accessible to children. An area of wooden decking in the outdoor play area has split and loose boards.
Corrective Action(s): Please ensure all areas of the outdoor play area are in good repair.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Over the counter products are available for two children for skin conditions. There are no specific instructions to let staff know when and how much product to administer.
Corrective Action(s): Please ensure written instructions on when and how to administer the products are available.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for 10 children were reviewed. Two files did not have contact information for a doctor or medical clinic.
Corrective Action(s): Please ensure all files have contact information for a doctor or medical (walk in) clinic.

Comments

Summary of Inspection
At the inspection dated July 17, 2023 there were 32 children and nine staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the Senior Educator. A copy of this report will be emailed to the facility.
The following were discussed:
Although there is a facility manager she is not on site on a regular basis. There is no written schedule which outlines when she will be onsite and no written plan on how staff can contact her. It is strongly recommended that this plan be put inot place.
Sweeping sand/small pebbles/dust off the concrete stairs in the outdoor play area to prevent slips and falls.
Having an ongoing maintenance plan for the interior and exterior of the facility.
