Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager is not posted.
Corrective Action(s): Ensure to display the name of the manager in a prominent place.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Staff could not confirm when the annual emergency drill was last practised and a record was not available to review.
Corrective Action(s): Ensure to keep a record of annual emergency drills.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Of the children's records reviewed:
- two did not include the phone number for the medical practitioner
- four did not include emergency contact information
Corrective Action(s): Ensure to keep, for each child, a record showing the name and phone number of the child's medical practitioner and emergency contacts.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Of the children's records reviewed, two did not include medical consent from a parent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Corrective Action(s): Ensure to obtain medical consent from a parent for each child.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Staff were unaware of whether or not a care plan was reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Ensure that care plans are reviewed at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The information contained in the report was discussed with the manager and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
