Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the policies and procedures.

Contraventions
Previous Inspection - Contraventions observed on FIR ## GSIU-ANDPNW have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-two tall shelves that were not anchored. This could cause a potentially falling hazard
-1 missing plug cover

Licensing observed the following in the outdoor play area:

-4 boards with rusty nails exposed. This could cause a possible puncture injury to children.

Please correct by December 19, 2018

-one gate that has direct access to the street that did not close and doesn't have a latch. This could cause a potential missing or wandering hazard for the children in care.
-the garage door was unlocked and there was access to a BBQ, a fridge and strollers.
-a section of fence that was leaning up against the fence and was not secured. This could cause a potential falling hazard.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed two types of chemicals in the washroom easily accessible to children. This could create a poisoning hazard.
Corrective Action(s): Please ensure the children do not have access to any substance that is hazardous to their health and safety.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the inspection two staff records were observed. One staff member has a criminal record check from the Vancouver police departnment.
Corrective Action(s): Please ensure a criminal record check for the staff is completed with the criminal record review board as per the requirements as outlined in the legislation.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The record of fire drills was observed. Two fire drills were not recorded for the months of July and August. There was no recorded documentation of an emergency evacuation drill being practiced although the director has stated she completes this in the spring time.
Corrective Action(s): Please ensure fire drills and the emergency evacuation drilll are completed and recorded to comply with the legislation

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The policy and procedure manual was reviewed. There was no active play policy or screen use policy noted. In discussion with the staff she noted that the children go outside for 20 minutes each day.
Corrective Action(s): Please ensure an active play policy and a screen use policy are created and shared with parents. The active play policy and the screen use policy must comply with the director of licensing standards of practice....active play.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Four children's records were reviewed. One child was missing a date of enrolment. This is a repeat contravention from inspection # GSIU-ANBP8Y.
Corrective Action(s): Please ensure all children's records are complete.

Comments

At the inspection dated December 19, 2018 there were 3 children and 2 staff present. At this inspection the above noted contraventions were identified . Please ensure a written response is provided to licensing by January 2, 2019. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
-Promoting Active Play in the program
-Active Supervision
- Lead in the Water
-it is recommended that the diaper changing area be placed closer to the sink to ensure the staff have access to washing their hands immediately after each diaper change.
-more emergency supplies were recommended for the emergency kit and the first aid kit.

The report was reviewed with the director prior to signing.
