Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AWPPMJ have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): It was observed that the manager's name was not posted in the centre
Corrective Action(s): Please ensure the managers name is kept posted in a prominent place in the care facility

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: It was observed that 2 toy shelves in the play area were loose and rocking side to side.
Corrective Action(s): Please ensure furniture is of sturdy and safe construction

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: In the outdoor play area, it was observed that a space under the back fence has a space where children can crawl out from. It is covered with foam mats, but the mats are loose and can be moved away, allowing for the space under the fence to be open.
Corrective Action(s): Please ensure the outdoor play area is enclosed in a manner that is suitable for the age of the children

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: It was observed that the cloths hanging on hooks from the wall are in contact with one another. This causes a potential for cross contamination to occur
Corrective Action(s): Please ensure the cloths are available in a manner that prevents cross contamination

Comments Section
At the inspection dated February 27, 2019 there were 8 children and 1 staff present. At this inspection the above noted contraventions were identified. The licensee is asked to address these contraventions and provide a written response once complete. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water

The following resources was reviewed with the manager:
Reportable Incident Bulletin

The licensing officer discussed DIN numbers with the manager, that signed permission is required by the parents to apply products with this number on the children. The licensee discussed that there is a place in the parent package to sign off for Polysporin and Sunscreen, and it was discussed that other products such as some diaper creams may also have DIN numbers.
