Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #SYUU-AYRQ5C have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following that are accessible to children in care;
- a container of Lysol wipes and 2 bottles of toilet bowl cleaner solution in an unlocked cupboard under the bathroom sink.
- several knives in one unlocked drawer in the kitchen.
Corrective Action(s): Please ensure that all hazardous objects and substances are inaccessible to children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): Licensing observed the water temperature of the sink in the kitchen that children use to be measured at 52.2 degrees Celsius. The Licensee informed Licensing that this sink will no longer be used by the children in care. The children will use the sink in the bathroom to wash their hands.
Corrective Action(s): Please ensure that heated water accessible to children in care is heated no more than 49 degrees Celsius.
Date to be Corrected: May 13, 2019.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that all the food items and water in the emergency bag have expired.
Corrective Action(s): Please ensure that an emergency plan is in place that allows the staff and children in care to mitigate, respond and recover from any emergency.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Upon review of the fire and earthquake drills from June 2018- April 2019, Licensing observed that there was no documentation of the fire drills conducted for the months of February, March and April 2019. The Licensee informed Licensing that the fire drills were conducted but not documented.
Corrective Action(s): Please ensure that all fire and earthquake drills are documented.

Comments

Summary of Inspection
At the routine inspection conducted today, May 13, 2019, there were 2 children and the Licensee present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Licensing informed the Licensee that when reporting any reportable incidents to get in direct contact with a Licensing officer. If the Licensee's Licensing officer is unavailable then to call the Duty Line at (604) 587-3936.
